TicketBAI es un proyecto común de las Haciendas Forales Vascas y del Gobierno Vasco cuyo objetivo es la implantación de una serie de obligaciones legales, técnicas y de control en el sistema de facturación, obligando, a partir de su entrada en vigor, a utilizar un software garante TicketBAI. Están obligados a adaptarse a TicketBAI todas las personas físicas que ejerzan actividades económicas y todas las jurídicas, que aplican la normativa de alguno de los tres Territorios Históricos del Impuesto sobre Sociedades o del IRPF.
